1. Mayor’s State of the City Address

 

APPOINTMENTS:
2. Of Shawn B. Moorer, 239 Pine Grove Drive, Brockton as a Constable in the City
of Brockton for a term of three (3) years.

 

REPORTS:
3. Of the Public Safety Committee for its meeting of February 7, 2011.
4. Of the Finance Committee for its meeting of February 7, 2011.

 

COMMUNICATIONS:
5. From the Southeastern Regional School District submitting their annual report.
6. From the Plymouth County Cooperative Extension submitting their annual report.
7. From the Executive Health Officer requesting that the City Council authorize the
acceptance and expenditure of a grant in the amount of $5,000.00 from the
National Association of County and City Health Officials (NACCHO) for the
purpose of building the level of volunteers for local Medical Reserve Corps.
8. From the Mayor recommending that the City Council authorize the acceptance
and expenditure of the grant award in the amount of $5,000.00 from National
Association of County and City Health Officials (NACCHO) Department of
Health and Human Services Grant Fund to City of Brockton Board of Health.
These monies are for the purpose of building the level of volunteers for local
Medical Reserve Corps.
9. From the CFO in accordance with Section 5 of Ch. 324 of the Acts of 1990
certifying the proposed acceptance and expenditure of the award of $5,000 from
National Association of County and City Health Officials (NACCHO)
Department of Health and Human Services Grant Fund to City of Brockton Board
of Health.
10. From the Superintendent of Parks requesting that the City Council authorize the
acceptance and expenditure of a donation of $2,000.00 from Senior Whole Health
LLC for the Senior Picnic.
11. From the Mayor recommending that the City Council authorize the acceptance
and expenditure by the Brockton Parks and Recreation of a donation from the
Senior Whole Health LLC in the amount of $2,000. earmarked for the Senior
Picnic.
12. From the CFO in accordance with Section 5 of Ch. 324 of the Acts of 1990
certifying the proposed acceptance and expenditure of a donation from Senior
Whole Health LLC in the amount of $2,000.
13. From the Chief of the Fire Department requesting that the City Council authorize
the acceptance and expenditure of a donation from Columbia Gas of
Massachusetts (formerly known as Bay State Gas Company) in the amount of five
thousand ($5,000.00) dollars.
14. From the Mayor in accordance with M.G.L., Ch. 44, recommending the
acceptance of a donation to the Brockton Fire Department of $5,000 from
Columbia Gas of Massachusetts (formerly known as Bay State Gas Company)
to purchase two (2) new laptop computers for the fire department command
vehicles.
15. From the CFO in accordance with Section 5 of Ch. 324 of the Acts of 1990
certifying the proposed acceptance of a donation to the Brockton Fire Department
of $5,000 from Columbia Gas of Massachusetts (formerly known as Bay State
Gas Company).
16. From the Chief of Police requesting authorization to expend grant monies related
to the Executive Office of Public Safety and Security Year Five of the Senator
Charles E. Shannon Community Safety Initiative Grant in the amount of
$290,000.
17. From the Mayor recommending that the City Council authorize the acceptance
and appropriation of the grant award in the amount of $290,000 from Executive
Office of Public Safety & Security (EOPSS) FY2011 Shannon Program Grant to
Police Department (EOPSS) FY2011 Shannon Program Grant Fund.
18. From the CFO in accordance with Section 5 of Ch. 324 of the Acts of 1990
certifying the proposed acceptance and appropriation of the award of $290,000
from Executive Office of Public Safety & Security (EOPSS) FY2011 Shannon
Program Grant to Police Department (EOPSS) FY2011 Shannon Program Grant
Fund.
19. From the Executive Health Officer requesting that the City Council authorize the
acceptance and expenditure of a grant in the amount of $5,000.00 from the
Massachusetts Department of Public Health through its Region #5 host agent, the
Massachusetts Association of Health Boards (MAHB) for the purpose of building
the level of volunteers for our area Medical Reserve Corp.
20. From the Mayor recommending that the City Council authorize the acceptance
and expenditure of the grant award in the amount of $5,000 from Massachusetts
Association of Health Boards (MAHB) Plymouth County Region 5 Emergency
Coalition Grant Fund to City of Brockton Board of Health. These grant monies
are for the purpose of building the level of volunteers for our area Medical
Reserve Corp.
21. From the CFO in accordance with Section 5 of Ch. 324 of the Acts of 1990,
certifying the proposed acceptance and expenditure of the award of $5,000 from
Massachusetts Association of Health Boards (MAHB) Plymouth County
Region 5 Emergency Coalition Grant Fund to City of Brockton Board of Health.

 

UNFINISHED BUSINESS:
22. Petition of Everett Murray DBA Murray and Murray Auctioneers Services for a
Second Hand Articles license located at 15 East Market St., Brockton.

23. Appropriation: of: $11,515.00
From: Commonwealth of Massachusetts Executive Office of Public Safety,
Programs Division
To: Fire Department-Student Awareness of Fire Education (SAFE) Grant Fund
(in order to provide funds to conduct Fire Education Program). This is a nonmatching
grant with no cost to the City (FAVORABLE)
24. Ordered: That the City Council authorize the expenditure of up to $1,500,000 in
excess of funds already appropriated for snow removal in FY2011.
(FAVORABLE)

 

ORDERS:
25. Ordered: Notwithstanding any general or special law, rule or regulation to the
contrary, in the City of Brockton, and not withstanding any rights of the City of
Brockton to appeal said decision(s), no permits shall be granted for the
establishment construction, expansion, maintenance, or operation of any facility
or facilities deemed to be a major stationary source of pollution.
26. Ordered:That the City Council authorizes the acceptance and expenditure of a
donation in the amount of $2,000.

31. Resolved: That the Mayor, DPW Commissioner, the Fire Chief and the
Superintendent of Schools be invited to appear before the Ordinance Committee
of this Council to discuss the needs of the City relative to snow removal from
sidewalks to assist in determining what revisions, if any, are necessary to the
City’s Ordinance relative to snow removal from sidewalks.
32. Resolved; That the Mayor be requested to implement a customer service training
program for City employees, which program should include, but not limited to,
management and employee training, the monitoring of phone calls, immediate
response options for residents at City Departments, and a data collection system
to track the level of residents satisfaction with city departments
